Mr. Bai Madi Ceesay
Mr. Bai Madi Ceesay is a seasoned finance and governance professional with a robust background in public sector management and a passion for sports. As the Executive Secretary of the State-Owned Enterprise (SOE) Commission, Mr. Ceesay oversees the Commission’s daily operations, focused on enhancing the governance and financial performance of state-owned enterprises nationwide. His work at the SOE Commission reflects his dedication to improving oversight and strategic management within The Gambia’s public sector.
Mr. Ceesay holds a BSc. in Computer Science from the University of Maryland, College Park, USA, and a Master’s degree in finance from the University of the West of Scotland, UK. This blend of technical and financial expertise has been central to his roles in government and governance.
Prior to his current role, Mr. Ceesay was the Budget Director at the Ministry of Finance and Economic Affairs (MOFEA), where he managed the formulation and execution of the country’s annual budget. In this capacity, he spearheaded fiscal reforms that emphasized budget transparency, strategic resource allocation, fiscal discipline, and operational efficiency.
His earlier tenure as Director of Public Finance Management (PFM) at MOFEA was marked by significant reforms in public finance, including the introduction of Value Added Tax (VAT), Program-Based Budgeting, Performance-Based Auditing, the establishment of an Internal Audit function across public institutions, the Integrated Financial Management Information System (IFMIS), the Medium-Term Expenditure Framework (MTEF), Public Sector Debt management, and Public Procurement Reforms. These initiatives had a lasting impact on fiscal accountability and good governance across government entities.
